Preliminary Damage Assessment

 

 

A Certified Flood Adjuster is required to complete a Preliminary Damage Assessment (PDA) when there is substantial damage to property.  All Certified Flood Adjusters must complete a PDA if a building is substantially improved or damaged.

 

 

Note: A building is considered substantially improved or substantially damaged when the cost of improving or repairing the building equals or exceeds 50 percent of the market value of the building. The Adjusters are to list potentially substantial damaged structures in preparation for possible Increased Cost of Compliance (ICC) claims. The adjuster must fax or e-mail the PDA within 48-hours of the loss adjustment. 

 

   

The PDA forms are for recommendation purposes utilized in helping FEMA and community’s identity potential substantially damaged buildings.  All PDA’s are required to be submitted to the iService Claims team by the use of e-mail or fax using FEMA Form 81-109 - Adjuster Preliminary Damage Assessment Form.
