Connor Acting Federal Insurance Administrator SUBJECT: NFIP Reauthorization The NFIP’s authorization runs out today – December 18, 2009 – at midnight. Extension of the Program’s authorization through February 2010 is part of the Department of Defense Spending Bill. The House of Representatives passed this bill yesterday and sent it to the Senate for debate. It appears that the Senate will not vote on Defense Spending Bill until early Saturday morning, December 19th; consequently, it is possible that the NFIP may be unauthorized for a brief time. However, there also is a chance that a Continuing Resolution (CR) will be passed and signed before midnight tonight – extending the NFIP and other program authorizations through December 23rd. If the CR does not pass, and the Senate does not vote on the Defense Spending Bill until Saturday morning, the NFIP will not be authorized to operate and you are to be guided by Bulletin W-09068, issued October 27, 2009, and titled “Recommendations/Guidance for Possible NFIP Authority Lapse and Hiatus.” If a lapse does occur, an extension will likely be done retroactively. A new bulletin will be posted when the status changes.
